The command is titled “Altar.Player.PotionSellerGiveMeYourStrongestPotions”, which is a line taken directly from the video.
To access console commands, just press the “~” button on your keyboard while you play.

Just note that doing this will disable achievements, unless you have downloadedthe modthat keeps them enabled.
