The best way to get these isat any Elven Ruins, which are marked asyellow on your map.
The closest one is just south of the Imperial City, called Sardavar Leed.
Inside, you could find at least 15 of these stones.They will be hanging around and illuminating the area.
Just approach any of them and interact with them to pick it up.
Give her the crystals, and this will complete the Illusion Training quest.
She will then begin totrain you to further enhance your Illusion skill.
