One of the problems is that there are so many Scions and old characters who have been introduced over the years via the many expansions, and so Yoshi-P wanted to “bring them a sense of grounding” with Dawntrail.
Looking forward, however, he wants “things to calm down” and says that “incorporating all of the characters whenever we release an expansion” would be “too much”.
Instead, going forward, expansions will look at specific characters or perhaps even just the Warrior of Light journeying alone without anyone by their side.
That could mean leaving Scions behind at long last, or it could mean narrowing the focus to a select few.
